The Road Transport Department (JPJ) issues functionality verification certificates and SLD reports for speed limiter devices. These documents must be issued by vehicle or device manufacturers, JPJ-recognized technical service centers, authorized workshops, or accredited certification bodies.
Requirements and Implementation Timeline:
Phase 1 – Function Verification: Starting 1 October 2025, all express buses, tour buses, and heavy goods vehicles over 3,500 kg registered from 1 January 2015 must obtain SLD verification and carry the document in the vehicle. The document must be renewed every 2 years and presented during PUSPAKOM inspections and APAD permit applications or renewals.
Phase 2 – ECU Activation: From 1 January 2026, vehicles registered before 1 January 2015 that have SLD functionality in their ECU must activate it and submit the same documentation.
Phase 3 – Retrofit Installation: Vehicles that do not have SLD must install an approved retrofit device starting 1 July 2026, with verification by a JPJ-recognised body.
Maximum Speed Limit:
Heavy vehicles and buses with SLD will be limited to a maximum speed of 90 km/h, even if the road speed limit is higher (e.g., 110 km/h). However, drivers must still obey lower speed limits in certain areas, such as 60 km/h in urban zones.
